Client ProfileA state agency modernizes at scale

Texas Parks & Wildlife Department manages licensing and certification for hunters, boaters, and instructors statewide, on a 30-year-old database architecture that couldn’t scale with the program’s growth.

  • The ChallengeA 30-year-old system couldn’t keep up

Texas Parks and Wildlife struggled with a 30-year-old database architecture that caused slow mail delays for licenses, a complex fee collection process across thousands of instructors and third-party vendors, and fragmented data across multiple unintegrated systems.

To modernize, they needed an enterprise-grade Learning Management System that could unify e-commerce, a retail POS network, and a Game Warden mobile app into a single, seamless solution.

  • The SolutionA cloud LMS built on WordPress

Element built the Online Registration System (ORS), a cloud-hosted enterprise learning environment on WordPress, using Agile SCRUM to configure learner, instructor, vendor portals, along with the required payment and POS integrations.

ResultsA system built for every user

The new system migrated 1.5 million license records, integrated with Texas.gov payments and a 1,700-location retail POS network, and gave 3,200 volunteer instructors a self-service portal to schedule courses and manage rosters — eliminating mailed license printing and outdated test-grading equipment along the way.
